City and he was in the Jewish fraternity, Sigma Alpha Mu, at the Univ. of Oklahoma. Later elected to Congress from Okla. as a moderate Republican. Represented 5th district of Oklahoma from 1977-1993. Now teaches at Harvards JFK School of government.
